SECTION 23 – TECHNICAL OFFICIALS
This section describes the different types of technical officials, their roles and requirements during the various types of events.
1. The Referee
A. Referees for Championships
The Referee will be appointed by Badminton Europe.
Badminton Europe is responsible to cover the travel expenses for the appointed Referee and to provide the appointed Referee with a daily allowance of 60,00 EUR.
The Organisers are responsible to cover the expenses for accommodation with full board for the appointed Referee.
B. Referees for Circuit tournaments
I. All BEC Elite and Junior Circuit tournaments shall have a Referee who does not belong to the Member Association organising the tournament (foreign referee).
Badminton Europe will appoint Referees to all Elite and Junior Circuit tournaments.
Badminton Europe is responsible to cover the travel expenses for the appointed Referee and a daily allowance of 60,00 EUR for the number of tournament days + 1 extra day.
The Organisers are responsible to cover the expenses for accommodation with full board for the appointed Referee.
II. In case of U17 Circuit tournaments the Organisers may make a recommendation for a Referee. Badminton Europe will inform the Organisers if the proposed Referee is accepted.
It is the duty of the Organisers to contact the Referee and to agree with them all necessary details concerning the tournament. In case of U17 Circuit tournaments, the Organisers are responsible to cover the expenses for full board, lodging and also the cost of travel for the Referee.
It is mandatory for the Referee to wear the official Badminton Europe or BWF uniform during the whole tournament. In case they have not reached the BEC Continental Referee level yet, they are expected to wear black trousers/skirt and a red polo/shirt.
The Referee is responsible for all matters involving the laws of badminton and the governing regulations. The Referee must confirm the draw before it can be published and they are responsible for creating the playing schedule. The Referee is responsible for the TP-file to be send to BWF (daily) and to BEC together with the Penalty and Withdrawal report (at the end of the tournament).
No later than two weeks after the completion of the tournament, the Referee must send a written ‘Referee’s report’ to Badminton Europe. Based on that, Badminton Europe will give feedback to both the Referee and the Organisers in a ‘BEC report’. Consequently, the Organisers are expected to fill out an ‘Organisers’ report’ and send it back to Badminton Europe.
2. The Deputy referee(s)
A. Deputy referees for Championships
For Championships, up to three Deputy referees are appointed by Badminton Europe. Their task is to assist the Referee in running the tournament smoothly. The exact numbers of referees (Referee + Deputy referees together) required for each of the Championships can be found in Badminton Europe’s ‘Bidding Documents’ and the respective BEC Competition Regulations.
Badminton Europe is responsible for covering the travel expenses for the appointed Deputy referees and for providing the appointed Deputy referees with a daily allowance of 60,00 EUR.
The Organisers are responsible for covering expenses for accommodation with full board for the appointed Deputy referees.
B. Deputy referees for Circuit tournaments
For Elite Circuit tournaments, a Deputy referee must be appointed by the Organisers and must be approved by Badminton Europe. The Deputy referee can be a national level Referee. The Organisers must cover all expenses for the Deputy referee.
It is not mandatory to have Deputy referees for Junior and U17 Circuit tournaments.
All Deputy referees must wear the official Badminton Europe or BWF uniform during the whole tournament. In case they have not reached the BEC Continental Referee level yet, they are expected to wear black trousers/skirt and a red polo/shirt.
3. Umpires
A. Umpires for Championships
Umpires for Championships will be appointed by Badminton Europe.
The number of Umpires required for each of the Championships can be found in Badminton Europe’s ‘Bidding Documents’ and the respective BEC Competition Regulations.
The Organisers are responsible to cover the accommodation expenses for the Umpires as well as for providing them with meals or daily allowance, unless stated differently in the Championships contract. The Umpires can be accommodated in shared twin rooms with a colleague of the same gender.
B. Umpires for Circuit tournaments
The Organisers must provide experienced Umpires and Service judges for all rounds of the qualification and the main event at Elite Circuit tournaments. At least 3 umpires per court need to be officiating.
It is mandatory for Future Series tournaments to have at least 3 (three) foreign umpires and at least 2 (two) BADMINTON EUROPE accredited umpires umpiring at the tournament.
It is mandatory for International Series tournaments to have at least 3 (three) foreign umpires and at least 3 (three) BADMINTON EUROPE accredited umpires umpiring at the tournament.
It is mandatory for International Challenge tournaments to have at least 1 (one) foreign umpire per court and at least 5 (five) BADMINTON EUROPE accredited umpires in total umpiring at the tournament. It is recommended for International Challenge tournaments that the minimum number of umpires shall be 4 per court.
For Junior Circuit Tournaments Umpires must be provided for all matches, Service judges are only required for semi-finals and finals.
For U17 Circuit Tournaments Umpires must be provided for semi-finals and finals, Service judges are not required.
All Umpires must wear black trousers/skirt and a black shirt/polo when umpiring.
The Organisers are responsible to cover the accommodation expenses for the Umpires as well as for providing them with meals or daily allowance. The Umpires can be accommodated in shared twin rooms with a colleague of the same gender.
4. Line judges
A. Line judges for Championships
The number of Line judges required for each type of Championships differs per event and per stage. This information can be found in Badminton Europe’s ‘Bidding Documents’.
B. Line judges for Circuit tournaments
For Elite Circuit tournaments Line judges must be provided for the whole tournament (main draw and qualification). All Line judges officiating at the same BEC Elite Circuit tournament are required to wear the same colour of uniforms. At least two Line judges must be provided per match, preferably working in two shifts. Line judges must be minimum 14 years old.
For Junior Circuit tournaments Line judges must be provided for semi-finals and finals. Line judges must be minimum 14 years old.
For U17 Circuit tournaments Line judges are not required.
